Are Cat Vaccines Required by Law?

Updated October 13, 2026 · 2 min read · 3 sources

Short answer

Only the rabies vaccine can be legally required for cats, and whether it is depends on where you live. Many states, including Florida, New York, Pennsylvania, Texas and Virginia, require cats to be vaccinated against rabies, usually by 3 to 6 months of age. Other states cover only dogs or leave the rule to counties and cities. No state law requires FVRCP or FeLV.

Vaccines for cats fall into two legal categories: the rabies vaccine, which state or local law may require, and everything else, which is a medical recommendation rather than a legal duty.

States whose rabies laws cover cats

According to the state rabies law table compiled by Michigan State University's Animal Legal & Historical Center (published 2022), state rabies vaccination laws covering cats include:

State Cats must be vaccinated by
Alabama 3 months
Arkansas 4 months
Connecticut 3 months
Delaware 6 months
Florida 4 months
Indiana 3 months
Kentucky 4 months
Louisiana over 3 months
Maine over 3 months
Maryland 4 months
Massachusetts 6 months
Mississippi after 3 months
Nebraska 3 months
New Hampshire 3 months
New Mexico over 3 months
New York no later than 4 months
North Carolina 4 months
Oklahoma 4 months
Pennsylvania within 4 weeks after 12 weeks of age
Rhode Island between 3 and 4 months
Tennessee 6 months
Texas 4 months
Virginia 4 months
West Virginia 6 months

The same table lists cats in the laws of Alaska, Georgia (schedule set by county boards of health), Nevada, South Carolina and Washington without a single statewide age, and in Wyoming only in counties that adopt the program. Laws change, so confirm with your state or local health department. See our state pet law guides.

States without a statewide cat rabies requirement

In several states, the statute covers only dogs, or there is no statewide rabies vaccination law and counties and cities set the rules. Even there, many cities and counties require cats to be vaccinated, so check your local ordinance.

Do indoor cats legally need a rabies shot?

Where the law covers cats, it generally applies to all cats, indoor or outdoor. Some states allow a veterinarian to grant a medical exemption for a cat whose health would be endangered by vaccination.

Why rabies vaccination matters even where it isn't required

If an unvaccinated cat bites someone or is exposed to a rabid animal (bats are a common source), the national rabies compendium recommends euthanasia or a strict four-month quarantine. A vaccinated cat gets a booster and 45 days of observation instead.

Are other cat vaccines required?

No state law requires FVRCP, FeLV or other cat vaccines. However, boarding facilities, groomers and some rental agreements may require them, and veterinary guidelines recommend FVRCP and rabies for all cats. See which cat vaccines are necessary.
