Louisiana Pet Laws
This page summarizes the main state laws that affect dog and cat owners in Louisiana, with links to the full guide for each topic. State law sets the baseline; your city or county can add stricter rules, so check local ordinances too.
Louisiana Dog License Requirements
Louisiana does not have one statewide license program, but parishes and municipalities that levy a dog fee must issue a metal tag and certificate (La. R.S. 3:2772). Fees are capped at $10 for spayed or neutered dogs and $20 for unaltered dogs, and licenses are due each year on the anniversary of the dog's rabies vaccination.
Louisiana Leash Laws
Louisiana has no general leash law, but state law forbids letting a dog run at large on unenclosed land or trespass on another's property (La. R.S. 3:2771). Dogs at large on public roads may be seized, with 7 days to reclaim after notice. Violations carry $25 to $100 fines and up to 30 days. Parishes and cities set leash rules.
Louisiana Dog Bite Laws
Louisiana Civil Code article 2321 makes a dog owner strictly liable for injuries the dog causes that the owner could have prevented and that were not caused by the injured person's provocation. Since July 1, 2024, tort claims have a 2-year deadline (Civil Code art. 3493.1).
Louisiana Rabies Vaccination Laws for Dogs and Cats
Louisiana requires dogs, cats and ferrets over 3 months old to be vaccinated against rabies by a licensed veterinarian, under the state sanitary code (51 LAC Part III, 103). Violating the Department of Health's rabies rules can bring a fine of up to $100 and/or 30 days per offense (La. R.S. 40:1269.4).
Louisiana Pet Limit Laws: How Many Pets Can You Own?
Louisiana has no general household pet limit. Owners of 5 or more dogs may buy a kennel license, and anyone with 5 or more dogs who breeds and sells them must have one (La. R.S. 3:2772). No person or business that breeds dogs may keep more than 75 dogs over one year old for breeding.
