Hawaii Rabies Vaccination Laws for Dogs and Cats
Hawaii is rabies-free and has no state law requiring residents to vaccinate pets against rabies. Instead, the state protects its status with strict import rules for dogs and cats arriving from elsewhere. Boarding facilities and some programs may still ask for vaccination records, and your vet can advise on travel needs.
Hawaii does not have a statewide rabies vaccination requirement for pet owners, but that does not make the vaccine optional everywhere in the state.

What Hawaii law says
- Hawaii has no rabies vaccination requirement for resident pets (MSU).
- Dogs and cats entering Hawaii must meet the state's import rabies rules.
Why you will still need a rabies shot
- Cities and counties can require rabies vaccination and usually require it for a dog license.
- Boarding kennels, groomers, daycares and training classes almost always ask for a current rabies certificate.
- If your pet bites someone, being unvaccinated usually means a longer and stricter quarantine.
- Veterinary groups list rabies as a core vaccine for every dog (AAHA).
How rabies boosters work
The first rabies vaccine is treated as good for one year, no matter which product is used. After the one-year booster, vaccines labeled for three years are generally accepted as protecting for three years, if state and local law allow it (Compendium of Animal Rabies Prevention and Control). Your rabies certificate shows the exact due date, and that date is what animal control and licensing offices go by. More detail: how long a rabies shot is good for.
Cats and other pets
The same applies to cats: no resident requirement, but strict import rules.
Rabies vaccination is also tied to licensing in many places; see Hawaii dog license requirements. Your local veterinarian or a low-cost vaccine clinic can give the shot and issue the certificate and tag.
