Minnesota Rabies Vaccination Laws for Dogs and Cats
Minnesota has no state law requiring pet owners to vaccinate against rabies. Cities and counties require it by ordinance and for licensing. State law does penalize owners of unvaccinated dogs that bite or expose a person to rabies (Minn. Stat. 346.51, petty misdemeanor under 346.53).
Minnesota does not have a statewide rabies vaccination requirement for pet owners, but that does not make the vaccine optional everywhere in the state.

What Minnesota law says
- MSU lists no Minnesota statute requiring rabies vaccination.
- Owners of dogs without appropriate rabies vaccination that bite or expose a person can be penalized (346.51).
- Local ordinances typically require vaccination to license a dog.
Why you will still need a rabies shot
- Cities and counties can require rabies vaccination and usually require it for a dog license.
- Boarding kennels, groomers, daycares and training classes almost always ask for a current rabies certificate.
- If your pet bites someone, being unvaccinated usually means a longer and stricter quarantine.
- Veterinary groups list rabies as a core vaccine for every dog (AAHA).
How rabies boosters work
The first rabies vaccine is treated as good for one year, no matter which product is used. After the one-year booster, vaccines labeled for three years are generally accepted as protecting for three years, if state and local law allow it (Compendium of Animal Rabies Prevention and Control). Your rabies certificate shows the exact due date, and that date is what animal control and licensing offices go by. More detail: how long a rabies shot is good for.
Cats and other pets
Check the table above for whether Minnesota law covers cats and ferrets; where state law is silent, local ordinances may still require it. See are cat vaccines required by law.
Rabies vaccination is also tied to licensing in many places; see Minnesota dog license requirements. Your local veterinarian or a low-cost vaccine clinic can give the shot and issue the certificate and tag.
